Opioid Settlement Funds

Settlements began across the nation in 2021 against certain pharmaceutical manufacturers and pharmacy chains for opioid-related claims. Cumberland County signed on to be a part of the settlement in 2022 and was able to receive settlement funds to help offset the effects of opioid misuse and opioid overdoses. 

The Cumberland County Board of Commissioners have approved a plan for use of the funds through 2028. Regular updates will be provided to the commissioners by the Cumberland-Perry Drug & Alcohol. 

The information below only reflects Cumberland County. 

Settlement Funds

Cumberland County is projected to receive an estimated $9.3 million from two opioid settlements which will be spread out as 18 payments across 17 years.

Pennsylvania Opioid Misuse and Addiction Abatement Trust

The Pennsylvania Opioid Misuse and Addiction Abatement Trust (the Trust) was established in July 2022. The Trust is the entity that receives, invests, and distributes the settlement funds to counties and municipalities in PA. 

Timeline

  • July 2022 - PA Opioid Misuse & Addiction Abatement Trust Established
  • August 2022 - First payment of $384,592 received
  • December 2022 - Second payment of $573,408 received
  • December 2023 - Third payment of $610,656 received
  • December 2024 - Fourth payment of $2,752,834 received

Eligible Uses

The PA Opioid Misuse and Addiction Abatement Trust is responsible for reviewing county and subdivision certifications, reviewing annual reports on spending, and providing technical assistance in assuring settlement funds are solely being spent on opioid services and supports as outlined in Exhibit E of the national settlement. 

How We Are Using Funds

  • Medication Assisted Treatment (MAT) Program - Medication treatment services provided for inmates with opioid use disorder at the Cumberland County prison.
  • Narcan Distribution Program - Naloxone is distributed to first responders, schools, SUD treatment providers, the county prison, and any community group or individual request.
  • Opioid Use Disorder Treatment - Opioid settlement funds are used for payment for people who need treatment due to opioid use disorder.
  • Evidence-Based Prevention - Substance use prevention is provided in schools and the community.
  • Student Assistance Early Intervention - Students who have any concerns with their drug use or their families use of drugs are identified and assisted with funding dollars.
  • Cumberland County Problem-Solving Courts - Partial funding is provided for: Treatment Court, Overdose Intervention Court, and TOMS Mental Health Court.
