Reentry, the transition from life in jail or prison to life in the community, is an important piece in building a safe, strong community. The principal objective of any reentry initiative is to promote successful outcomes. According to the U.S. Department of Justice’s Bureau of Justice Statistics, close to 67% of prisoners are rearrested within 3 years following their release. The initial 6 months accounted for 44% of overall recidivism during that 3 year period. Proper reentry into society is vital in reducing recidivism rates for individuals who have been incarcerated.

The mission of the Cumberland County Adult ReEntry Program (CCARP) is to provide human and social services relating to an offender’s basic needs and address barriers to their successful reentry in the community. Many offenders entering the community struggle with substance abuse, lack of adequate education and job skills, limited housing options, as well as mental health issues. By assessing individual offenders, CCARP aims to establish their specific needs and link them to community resources and services to assist in meeting their identified needs.

In an effort to reduce recidivism rates and promote safer communities, CCARP provides trained volunteer community mentors to work one-on-one with program participants. Serving as positive role models to offenders, these mentors offer consistent, caring guidance to encourage personal development and inspire prosocial attitudes and life skills.
