The Planning Department manages two grant programs on behalf of the Board of Commissioners.

• The Cumberland Plans Program enables eligible applicants to conduct planning studies, update comprehensive plans and develop ordinances that are consistent with the county comprehensive plan.
• The Land Partnerships Grant Program provides financial assistance to municipalities and non-profit organizations for the purpose of agriculture preservation, natural resource protection, creation of parks, trails & greenways and planning and ordinance assistance projects.
