Dog Licenses
Pennsylvania State Dog Law (Chapter 21 of Title 7) requires all dogs three (3) months and older to be licensed every calendar year, in the county they reside.
2024 Dog Licenses Available on December 1, 2023
Note: 2023 dog licenses are available for purchase from the Cumberland County Treasurer's Office in person or by mail until December 31, 2023.
Annual Dog Licenses
Until February 1, 2024, Dog License Fees are $8.70 for a Productive Dog, and $6.70 if Neutered or Spayed. Individuals who are 65 and older, or have certain disabilities, are offered a discounted rate. The cost is $6.70 if Productive and $4.70 if Neutered or Spayed. New pricing will be effective on applications received after February 1, 2024. Annual dog licenses expire on December 31st.
You may purchase your 2024 Annual Dog License online or by completing and mailing an application form.
Mail your completed application (form available below) with a check payable to "County Treasurer" to 1 Courthouse Square, Room 201, Carlisle, PA 17013. We will process your request upon receipt and mail your license to you.
Annual Dog License Application
Beginning December 1, 2023, 2024 Annual Dog Licenses can be purchased on-line using the link below. There is a small convenience fee per license. We will process your request upon receipt and mail the license to you.

Lifetime Dog Licenses
A dog owner may apply for a Lifetime Dog License if the dog has either an implanted microchip or an assigned license number tattooed on the inner part of the dog's right hind leg.
Until February 1, 2024, the cost to purchase a Lifetime License is $51.70 for a Productive Dog or $31.70 if the dog is Neutered or Spayed. Discounted Lifetime Licenses are available to dog owners 65 and older or dog owners with certain disabilities. The discounted cost is $31.70 for Productive Dogs and $21.70 if Neutered or Spayed.
A Lifetime Dog License requires additional information and paperwork. Lifetime Licenses can only be purchased from the County Treasurer's Office. If you are interested in obtaining a Lifetime Dog License, please download and complete the Lifetime Dog License Application. A Permanent Identification Verification Form (PIV) that has been completed by a licensed PA Veterinarian or a licensed PA Kennel must be submitted with the Lifetime Application. The completed application and PIV form may be mailed or brought in person to the Treasurer's Office.

Application forms are also available at most veterinary clinics, public libraries, some kennels through out the county and online (see the link above). Please mail the completed Permanent Identification Verification Form, the Lifetime License Application, a check for the license fee payable to the "County Treasurer", and a self-addressed stamped envelope to the County Treasurer's Office 1 Courthouse Square, Room 201, Carlisle, PA 17013. We will process your request upon receipt and mail your license to you.
Dog License Transfers
Regular, Senior and Lifetime License can be transferred within Pennsylvania:
- From one county to another county
- From one person to another person
