The Cumberland County Recycling and Waste Authority (formerly Solid Waste Authority of Cumberland County) was incorporated in 1975 by virtue of Resolution No. 3-27-75 of the County of Cumberland.
The Municipal Waste Planning, Recycling and Waste Reduction Act (Act 101 of 1988) placed upon Pennsylvania counties the primary responsibility for planning for municipal waste management within their boundaries. Act 101 also allowed a county to "enter into a written agreement with another person pursuant to which the person undertakes to fulfill some or all of the county's responsibilities under this act for municipal waste planning and implementation of the approved county plan."
The Commissioners of Cumberland County entered into a Delegation Agreement with the Authority in 1991 that allowed the Authority to advise and recommend to the County on all matters relating to solid waste. They also established a County Solid Waste Department at that time to carry out all necessary functions relating to solid waste matters. The 1991 Delegation Agreement has been replaced with a 2012 Delegation Agreement.
The Cumberland County Recycling and Waste Authority consists of seven members appointed by the
County Commissioners for five-year terms. The members are listed below.
